Silacak — DHIS2
Covid19 tracing system
About
Silacak is Indonesia's COVID-19 contact-tracing system, built on DHIS2 by the Ministry of Health with HISP Indonesia. In May 2021 FAO and WHO joined forces with the Ministry of Health on the COVID-19 response, and Terra Discover's founder, then at FAO, built the first version of the Silacak field app: a progressive web app that wraps DHIS2 through its API so contact tracers could work from any phone without a native app.
Under the joint FAO–WHO support to the Ministry of Health, contact-tracing data had to be collected in DHIS2, and a native mobile app was first requested for the tracers. With speed critical, version 1 was built as a progressive web app instead — installable from a link, no app-store release, updated centrally — using the DHIS2 Web API to register and follow up cases and close contacts in the field. Version 2 was handed over to the Ministry of Health's internal team, which has maintained the system since. Nationally the programme grew to roughly 80,000 tracer accounts across 34 provinces, with cases created automatically from the national laboratory system.

01
The terrain
A fast-moving outbreak, a national contact-tracing programme that needed its data in DHIS2 immediately, and thousands of field tracers who could not wait for a native app to be built, approved and distributed.
02
The system
Silacak, a progressive web app wrapping DHIS2 through its API: installable from a link on any phone, updated centrally, and shaped around field use. Version 1 was delivered under the joint FAO–WHO support to the Ministry of Health; version 2 was handed over to the Ministry's own team.
Technology is only valuable when it works in the real world.
Different terrain.
Right system.
